To blame your rank droppings on something that you claim can't get index is short from being intelligent. Your Maps rankings also depends on authority links to your actual website and other factors, could be your competitors are simply tougher than you, maps rankings DO NOT solely depend on citations.
It takes time to index any type of backlink, even PBN backlinks, and get credit for it and if Google decides not to then that's on Google, it most likely will go to Google's supplemental index...and if you don't know what that is then you need sharpen your SEO skills.
Lastly, using the Google Search Console is not the end all be all to trying to index something....you're mistaken to think that any citation or backlink your create is going to have instant results..that's flat out foolish and predict you won't last in this industry.
